Grants give Sydney’s nightlife a major boost
Sydney’s nightlife will get a major boost with the City of Sydney awarding more than $360,000 in funding for live music venues and small businesses to expand their programming and encourage night-time trading. The first round of the City’s new business support grants program will give 18 local businesses, including Oxford Art Factory, Freda’s and Ariel Bookshop, matched grants to launch new night-time activities or upgrade their acoustics, staging and equipment. Lord Mayor Clover Moore said the funding would help make Sydney more diverse after dark. “No one wants a city that’s unsafe and we don’t want one that shuts after dark either,” the Lord Mayor said. “This new late-night grant program is part of our program of dedicated support for a thriving night-time economy. We want to do everything we can to encourage businesses to provide more diverse night-time activities. “These grants will help venues across the city introduce new night-time performances, talks and ...
Tips to help with sound in and out of small music venues
The Live Music Office along with Jaryd Miles, Acoustic Engineer at engineering consultancy firm Inhabit, has come up with a short article on some of the ways you can deal with sound issues in a live music venue! Acoustics is an all too often over-looked and underappreciated discipline in the design and arrangement of music venues. I would love a dollar for every time I’ve walked into a venue that had just bought a flash, brand spanking new sound system, only to soon realise it was basically useless because the room sound was the equivalent of a concrete bunker! Bottom line is, it pays to get the acoustics right the first time. Here’s a list of must-do’s to get you started… Acoustic ratings and what they mean? Before getting stuck into the sound advice (pardon the pun) here’s a run-down of some typical acoustic ratings you might see along the way. Sound Insulation – ...

RACKETT WIN ROCKIN’ THE PUBURBS COMPETITION!
All-female experimental punk-pop band, Rackett has won the inaugural Rockin’ the Puburbs competition. The four-member group, two from Curl Curl and two from Marrickville, was chosen from 300 acts by a panel of expert judges and will now embark on a fully-funded tour of some of the state’s best live music pubs. AHA NSW CEO John Whelan said the aim of the competition, run by AHA NSW in conjunction with APRA AMCOS and the Live Music Office, was to find the state’s next big pub band. “Many national and international music acts first got their start down at their local pub, and the goal of Rockin’ the Puburbs was to find top local talent and give them a leg-up,” said Mr Whelan. “Rackett was chosen by our judges because they are everything a pub band should be- they are full of energy, fun and extremely talented. “ Formed just four months ago, Rackett is a ...
NT Alcohol Policies and Legislation Review
In 2017 the Northern Territory Government undertook a review of their alcohol policies and associated legislation. Through this process, Music NT and the Live Music Office provided music industry submissions to the consultation process that spoke to some of the issues the sector had raised with these organisations as well as through the NT Music Industry Council. We recognise that the liquor licensing regulatory framework is closely associated with the development of the music industry: Many live music performances are provided by dedicated licensed live music venues which may also be hotels, clubs, or nightclubs or as ancillary entertainment in hospitality industry premises also including cafes and restaurants. Licensed festivals, concerts and events also provide significant jobs and opportunities for musicians, as do community organisations Given this relationship, this review has far reaching implications for the provision of employment, creative opportunities, and the cultural and economic development of the Northern Territory. Objects of the ...

NSW Liquor Licensing Public Interest Test Reviewed
In mid 2017 Liquor & Gaming NSW consulted with a wide range of stakeholders to inform an evaluation of the requirement for applicants for certain liquor licences and authorisations to lodge a community impact statement (CIS). A CIS provides information on the potential impact that granting an application may have on the local community, by requiring an applicant to consult with the local community before deciding to make an application. Licensed festivals, concerts and events also provide significant jobs and opportunities for musicians, as do community organisations. Given this relationship, this review has far reaching implications for the provision of employment, creative ...

Venues seeking later lockout times will need to run substantial live entertainment including after midnight and demonstrate a genuine focus on art, live performance and cultural events. Other factors that ...

We would like to thank the Australia Council for the Arts for their support of the Live Music Office with today's very welcome announcement of project funding for 2017. Since the Live Music Office was established in 2013, a great deal has been achieved across better regulation, industry support and strategic planning for the sector thanks to our industry partners the Ministry for the Arts, the Australia Council for the Arts and APRA AMCOS, along with the many people we have worked with across the states and territories to better support artists, venues, and the Australian music scene. Today's funding announcement ensures the Live Music Office will continue into 2017, providing policy, strategy and sector development guidance for the live music industry and governments across the country to build on the robust body of work already delivered to date.
Sydney Night-Time Economy Roundtable delivers 25 point action plan to NSW Government
The NSW Government has this week tabled a 25 point action plan from the Sydney Night-Time Economy Roundtables held earlier this year that identifies a roadmap to boost Sydney’s status as a global city with a safe and dynamic nightlife that also actively supports art and culture. The action plan was developed through a collaborative process from three roundtable events held between March and May. The Roundtables comprised representatives from health, police, residents groups, St Vincent's Hospital, live music, the hospitality sector, the liquor industry, transport, small business, planning, and local and state governments. Deputy Premier Troy Grant who released the report said “These ideas include more late-night public transport, clearer defined rights for live music venues in our planning system and a greater role for Arts and Cultural organisations to contribute to our night-time economy.“ All these issues will now be taken up and considered by the respective portfolio Ministers.” Read the Media Release ...
South Australia sets benchmark for live music and performance regulation in Australia
The word innovation gets used a lot these days, but rarely if ever has it been more applicable in the live music, performance, and creative industries sphere than the Change@SA 90-Day Streamlining Live Music Regulation Project announced by South Australian Premier Jay Weatherill and Adelaide City Council Lord Mayor Martin Haese. To understand just how significant the Change@SA 90-Day Streamlining Live Music Regulation Project really is, it needs to be seen in the context of this year's state variations to the 2016 National Construction Code (NCC) - including the introduction of the small arts venue regulation that dramatically reduces cost and red tape (a national first) - as well as to recent and proposed reforms to the liquor licensing framework. The first Streamlining Live Music Regulation Project announcement, a commitment for low impact live entertainment to be classified exempt development under planning regulations, sets a mighty second national precedent in what collectively is ...

2016 Adelaide Live Music Census Shows Scene Building
In May 2016 Music SA undertook a census of live music of licensed premises in greater Adelaide, to take a snapshot of the state of play. Compiled by Music SA staff, the data was gathered from venue websites and social media pages, and various gig guides online and in printed form. Further information was sourced through word of mouth, working the phones, as well as Music SA and industry contacts. The Live Music Office provided assistance for the project. Download the 2016 Adelaide Live Music Census The same exercise was undertaken in May 2015 so that Music SA is now able to present comparative figures. In both years the research has been a best effort exercise to capture as many gigs as possible, but may not be conclusive as some venues may have been unintentionally overlooked. However, what this gives us is a very good indication of the state of play, and ...

Red Tape Slashed for Live Music and Performance in South Australia
One of the biggest regulatory barriers to live music in Australia has been removed, with the commencement on Sunday 20 December 2015 of changes to South Australian liquor licensing requirements that remove the capacity for a venue licence to regulate instruments, genres, and numbers of musicians, under a new process. A licensee will no longer require consent of the Liquor and Gambling Commissioner or Licensing Court to provide entertainment between 11am and midnight on any day. However, a licensee will still require consent to provide entertainment outside of those hours or to provide ‘prescribed entertainment’. Existing entertainment conditions will not apply between 11am and midnight. This includes conditions previously imposed by the licensing authority as a result of conciliation following a noise complaint. Conditions and approvals imposed on licensed premises by other Acts, such as approvals under the Development Act 1993, will not be affected by the changes and will continue to apply. For more ...
Liquor Act reform cuts red tape for SA music venues
On Tuesday 17 November the South Australian Parliament unanimously passed changes to South Australian liquor laws to remove the capacity for liquor licenses to require consent for entertainment between 11am and midnight. The entertainment consent was a significant barrier to jobs and opportunities for performers in South Australia, with a process that regulated days, times, permitted artists, instruments and genres within venues. Chair of the Music Industry Council and General Manager of Fresh 92.7 FM Troy Sincock said, This is exciting news for live music in this state. The safe passage of the Liquor Licensing Amendment Bill removes the biggest barrier to the live music sector and signals a strong step forward for the South Australian music industry. The Music Industry Council is enthused to see the State Government, Adelaide City Council and industry working together to achieve this result. The impact of the bill will be tangible both economically and culturally. Whilst the ...
